The second one sounds like Grand theft auto do you remember anything else about it? EDIT: Airforce Delta Strike was known in europe as Deadly Skies III

second one kinda sounds like vigilante 8Hi. Before you ask, yes, I searched the entire internet for them and didn't find the names. I even watched a video containing all PS2 games, but I still couldn't find them.
So I will tell you what I remember about them.
1. It's like Ace Combat in space and it's a really fast-paced game.
2. It's like Death Race. You can get out of the car and fight other people and steal their vehicles. And I also remember there is a linear combat-focused mission.

Thanks! It'll take a bit to go through that list O_Oi'm not sure if this helps at all or not, but thanks to Clippy's great lead, i found This Gist Page which contains list of all games in eXoDOS collection version 6.0 (latest version is 6.04 at time of writing this).
But it's just name and date of them and nothing more... yet, it seems to be one of most complete lists of ibm games out there, at last biggest list that i could find anywhere.
The original eXoDOS site, didn't give the list of its games, or at least I couldn't found it anywhere in their site.
And here i have sorted them by date, I hope it helps even a bit.

during this search it dawned to me that IBM pc is basically x86 pc and its games are DOS games!
Wow! now searching is much easier than before!

So I searched again, this time for DOS games... there's many sites which provide in-browser play of them thanks to JS port of DosBox...
I searched many sites but with little success...
classicreload.com seems to be one of more complete of them, claiming to have more than 6000 games, and every single of them is playable in browser.
So here's what i did:
Searched for "fire", "burning" and "rescue" separately... but found nothing definitive...
then inspiring from Clippy, I went into classicreload.com, sorted by date, and checked every single game from 1972 to 1985, anything which i felt might remotely connect, even those from other systems... and even played them a bit just to be sure, but again nothing which matches all mentioned criteria!
The only game which involved burning building and rescuing animals was Frantic Freddy, but it's more of a platformer than puzzle, and there's no finding animals from under table, etc...
So i don't think that's what you are looking for...
Considering it was a dos game, it is possible that it was a homebrew game, or was sold only locally...
Yet there's a hope that i missed something and/or another port of it exists in a different system.
I could come only this far, wish you best!

One thing I'm pretty sure about is that it's not a homebrew, since it was a game my entire class played in the school computer lab (one of the local businesses did stupidly well financially and donated absurd amounts of money to the city annually, which the city used for school & city improvements...and pocketing).
By the way, @What's His Face, i noticed some interesting clue in your description!To find the animals you had to Look Under the Table, Look Behind the Curtain, etc.

2.5D (2d enemies, "3d" BG like Alien the Gun)
Arcade rail shooter with goofy and cartoony graphics
Main protagonists are insect exterminators, like a parody of ghost busters with big heads and insecticide spray cans connected to their backpack as their gun
Enemies are mosquitoes, cockroaches, and other bugs. They all have big eyes.
The arcade machine's gun is metallic and shaped like a can of insecticide. The trigger is at the top. It needs to be shaken to reload.
That's all that I can remember.
