Do you remember the year? even a rough estimate might help narrow it down. I don't think I've ever seen a game like the one you describe, despite growing up with a Megadrive.

They were usually japanese, but sometimes english too, most of them were compilations (Multiple games in one cartridge)...
About this particular game, i'm afraid i don't remember as i played for just one day, but i think it was in a compilation cartridge too! maybe with Revenge of Shinobi in same cartridge (i think four games were in it, but not sure), anyway, i could never find the same compilations which i ever played in any console, there are lots compilations in internet, but none of them are same of the ones that were common here, but the games in them were usually intact, so i don't think them to matters much.

Well, I've been looking into it in between being busy with life and other trivial things and I gotta say this one's gonna be tough. I have a hard time finding any 1-on-1 vertically oriented game that isn't some basic adaptation of sports, usually tennis. Trying to look up vertical games usually yields shmups, run n guns and certified classics from the early 80s - Donkey Kongs, Pac-Mans and what have you. Great games but not what we're looking for. Also, found TONS of horny games lol.
I found a couple oddball games that I'll be giving a go in the foreseeable future so I guess the search wasn't entirely fruitless, but still not the result I was hoping for. That doesn't mean I'm giving up entirely but I'm not holding my breath.
Oh yeah, one thing I gotta ask for future researchers out there. Did the game scroll or was it a single screen affair?
While there's a possibility that the game i'm looking for to be a bootleg, but i don't think it to be, the quality was just too high for it to be bootleg... so maybe there's a hope?
Another possibility for it is to be a prototype or unlicensed game, or a very obscure japanese game? i don't know...
In past, i checked games in emuparadise, and didn't found it...
but considering many games discovered later, today I checked every action-genre sega megadrive game once more, this time in romsfun.com site, including unreleased/unlicensed ones, but to no avail...

Only the timer was that you were in a burning house, and if you didn't find all the animals in time it was "Game Over"...aka "You and the animals died in the fire." To find the animals you had to Look Under the Table, Look Behind the Curtain, etc.
I'm not entirely sure if the screen was static. Maybe the view moved up and down a bit, following the ball. I began to suspect that the playing field was a sort of ping pong table: perhaps the player had a ping pong racket while the challengers varied their playing styles, sporting tools and uniforms. I'm sure it's a purely arcade game, not derived or ported to a home console. 16bit graphics, as already mentioned.

Was it on an IBM Aptiva by chance? There was an app called Kids' Room that was included with Aptiva systems, which was basically an interactive desktop and program launcher. I remember there being a bunch of little mini games/puzzles, and there were characters who would talk or do certain things if you clicked on them.

Welp, now that is certainly before my time and out of my wheelhouse! The only game I've ever played that even approached having an educational aspect to it is The Incredible Machine haha.
Since there aren't that many games made in that era I gave a few abandonware sites a glance but nothing jumped at me as the game you're looking for. Also, googling for a game about a burning house and burning animals may have landed me on several government watchlists .
Still, I might be able to point you in the right direction. There's a massive archive out there called eXoDOS. Whether or not they have your game I have no idea but it's a lead.

i'm not sure if this helps at all or not, but thanks to Clippy's great lead, i found This Gist Page which contains list of all games in eXoDOS collection version 6.0 (latest version is 6.04 at time of writing this).
But it's just name and date of them and nothing more... yet, it seems to be one of most complete lists of ibm games out there, at last biggest list that i could find anywhere.
The original eXoDOS site, didn't give the list of its games, or at least I couldn't found it anywhere in their site.
And here i have sorted them by date, I hope it helps even a bit.

during this search it dawned to me that IBM pc is basically x86 pc and its games are DOS games!
Wow! now searching is much easier than before!

So I searched again, this time for DOS games... there's many sites which provide in-browser play of them thanks to JS port of DosBox...
I searched many sites but with little success... classicreload.com seems to be one of more complete of them, claiming to have more than 6000 games, and every single of them is playable in browser.
So here's what i did:
Searched for "fire", "burning" and "rescue" separately... but found nothing definitive...
then inspiring from Clippy, I went into classicreload.com, sorted by date, and checked every single game from 1972 to 1985, anything which i felt might remotely connect, even those from other systems... and even played them a bit just to be sure, but again nothing which matches all mentioned criteria!
The only game which involved burning building and rescuing animals was Frantic Freddy, but it's more of a platformer than puzzle, and there's no finding animals from under table, etc...
So i don't think that's what you are looking for...
Considering it was a dos game, it is possible that it was a homebrew game, or was sold only locally...
Yet there's a hope that i missed something and/or another port of it exists in a different system.
I could come only this far, wish you best!

I remember playing on PC a low poly rail shooter with a plane (like Star Fox) and I remember that one of the bosses I got stuck in (perhaps the third level) was a train where you had to destroy each sections individually and they were armed.

The other few rail shooters of the time that I can remember (like Deadly Tide or Star Wars Rebel Assault) all had those pesky FMVs that you had to fly through as you were shooting as was the style at the time so we can probably rule them out.
Considering it was pre-vista era (and even pre XP?) there's a good chance that it was actually a DOS game.
I remember having a low-poly 3d dos game myself in win98 era in which a ship should glide over flat planes in space and jump over gaps! its fps was great, and its graphic despite being simplistic and textureless, was pretty neat and pleasant!

Hi. Before you ask, yes, I searched the entire internet for them and didn't find the names. I even watched a video containing all PS2 games, but I still couldn't find them.
So I will tell you what I remember about them.
1. It's like Ace Combat in space and it's a really fast-paced game.
2. It's like Death Race. You can get out of the car and fight other people and steal their vehicles. And I also remember there is a linear combat-focused mission.
