Sonic Advance Trilogy's art design is peak Sonic Style. Sonic Battle also counts.

Anyone who grew up on mid-2000s Flash/Spirte animation websites such as Newgrounds and Youtube will understand the absolute CHOKEHOLD this style had on Sonic fan content up until the late 2010s.

Also honorable mention goes to Mega Man in the 5th generation. Mega Man X4 is the GOAT for me, and the sprite art is a big factor. Mega Man X5, X6, 8 and Bass while not as good, still look phenomenal (especially M&B by virtue of beign a last-gen game using PS1 Game Sprites)

Lastly, the Minish Cap is my favorite Zelda game in terms of artstyle and Graphics, especially in the Shrunken Parts:

Habbo Hotel despite being a free to play browser game have some good spritework, specially for the old mobs

I used to enjoy those little Kairosoft games, back when I first got a smart phone. (I don't have any pictures on hand, but if you've seen one they're all pretty similar).

I always find Demon’s Crest impressive particularly as a SNES game… feels almost like a PS1 game at times. I wouldn’t be surprised if the guys who made symphony of the night had a good look at this game.

I've completed this game multiple times (and got the true ending, which was a treat). One of my favourites and not as appreciated as it should be imo. Amazing spritework, atmosphere etc. So impressive for a snes game.
 
Honestly, I have a love/hate thing with these sprites.

While they look impressive they also have that uncanny "pre-rendered 3D" aspect that may not be the best for everyone.

Garou has objectively less detailed sprites but salvaged by smooth animations

Same with KoF '98 having a wide panel of sprites.
The effects don't do it any favors I would say.
 
I'll still be honest, in term of details I think I'd stick with the KoF of the Neogeo or even AoF 3's:

Or maybe SNK should go the Arc Sys way.
The Arc Sys way would be a pretty solid and almost natural evolution.
