Zero is really the only model kit I have and it was a pain to put together. You can find flaws in mine if you were to inspect it closely. So I probably won't do the model kit thing again. Got me thinking, original Megaman is sometimes depicted with hair, but X is never depicted with helmet off, and I don't think i've ever seen any official work/art showing X with hair..... Volnutt's default is helmet off. I dunno about the NetNavi ever taking off his helmet - never played those games (yet) - but he has spikes at the back. Back to your question though, I think he doesn't need it but he's just designed to look human. And it looks pretty cool. The Captain Tsubasa-esque hair style suits og Megaman.

I'm thinking if Phoenix Wright's hair was meant to be a slight nod to Megaman (since he's also wearing blue) but then again, anime hairstyle.
