when used wisely, then yes; a year could be plenty of time. and with nes and snes games being less than a couple of mb in size, you can make something high quality in a short amount of time due to have less to work with but more work and attention spent on that small amount. some of the best games on the psx are ports of snes games.Actually, a year is a plenty of time for a NES game. Mega Man 2 was developed in less than that.
The good news is that with modern rom hacks, we can also see what a game like X6 has the potential to be through the lens of hindsight and without time restraints on its development.well, it seems like it needs repeating if everyone is going to keep bringing up how the levels feel like beta builds and the difficulty is unbalanced and the nightmare system is half assed. one year of time was barely enough for nes games, let alone a psx game. if you think the game sucks, either stop playing it, or do play it and learn to appreciate the games that got time to develop properly and are good games as a result.

I might not necessarily go back to X6 in its original form, but I am definitely interested in playing through the Tweaks project of the game at some point in the near future.
I believe that even if a game might "suck", there may still be qualities that can be taken and enjoyed from it, separated from other works. I especially enjoy most stage themes (like Commander Yammark's stage! Very relaxing feel to it!)
But ultimately, the levels of the game in its original state indeed "feel like beta builds" and the nightmare system also feels "half-assed", as MasterEn says. I'm unsure where the problem lies in stating those qualities of the game.

i don't think x6 sucks. but it was one of the first 2 mega man games that i played; so it could be nostalgia interfering, if anything, i would say that it is the absolute best game in the x series.
there's no problem with stating the good and bad parts of the game, but after a while, the bad parts is the only thing that anyone beside you or i would bring up. a couple of more months of work would have probably given us a very good game. but i like what we got.

I have a similar opinion to the likes of Sonic 06, as I admittedly like the level design more than most. Kingdom Valley is one of my favorite Sonic stages, period. But online discourse for that game is something I tend to never engage in, as the game is a punching bag to the majority. And of course, I'm well aware of that game's many faults, too.
In both cases, I would've loved to see 06 and X6 get the amount of dev time they deserved.
