I use Emuhawk, it's not as precise (Some games gets an aneurism with the transparency, especialy heavy ones like Princess Crown) but is the only one that doesn't play at 60 minutes per frame
That said, you need to find the BIOS by yourself

I beat it using it. I think you had to turn Perfect Synchro on, though. But I don't remember any disc swapping issue.I remember several years ago, one of the things with SSF was that it couldn't run Panzer Dragoon Saga properly when you came to the disc swap parts, but somehow it would work if you played the PAL version? No idea if that's still an issue or not, but I would like to replay PDS at some point in a way that actually lets me finish it.
