I am totally stumped. Since there have been no other guesses, could I get a hint as to what system the game is on? Methinks it's PS1 but that could of course be wrong.

It's on PSP, AFAIK the only platform it's on.

Is it something like Dwarf Fortress? Or one of the Harvest Moon games?

Sure thing. I was supposed to post one last night but I got busy doing something and it slipped my mind.

So, it's a PC-exclusive indie game made about 20 years ago by one Italian guy. Interestingly enough, his website is still up and he still sells the game so it's not abandonware.

Oh no, looks like I dug a little too deep again. Here's the big reveal: The game's called Ragdoll Masters. Now that I think about it the fact that you can still buy it directly from the creator is probably what's contributing the most to its obscurity these days and it's not like I deliberately made a bad screenshot for you guys, the graphics are THAT spartan here.

Nothing else to show really other than menus I suppose. It's a fun game though, especially if you grab a friend and go against the AI or each other.

Here's a replacement that should be much easier to guess:
