Looks like one of the Dynasty Warriors/Samurai Warriors games. I haven't played enough of them to be able to differentiate. They all look the same to me.

You're both pointing in the right direction, but it's not any Dynasty Warriors, and it's not any Samurai Warriors. It is on the PSP though.
