Oh yeah, I remember it! Original title Highway Star (ハイウェイスター) in Japan: you could play in 3D with the special Famicom 3D System glasses by pressing the "Select" button.
Incredibly, it was made by Square Soft (designed and produced by Hironobu Sakaguchi, with music by Nobuo Uematsu) 😲
