By one-shot I mean usually one (or two) volume mangas that aren't meant to be long stories with several arcs but a single one with a clear goal.

I first think of Toriyama's Sand Land which is a self contained story but there are many others as well. I can accept "two-in-one" volumes as well.
 
Most of Fujimoto's one shot's are pretty good, better than whatever the fuck Chainsaw Man Part 2 has turned into anyway.

Bullet Armors is pretty fucking good, it's not a 2 volume but a 6 volume, alas I don't think it'll make that much of a diference.

Laughing Vampire is one of my favorite short stories ever. Probably my favorite work by Suehiro Maruo

Just be mindful that it's very very very gory, very absurd, very pornographic and obscene, with very heavy themes. If you don't think you would be uncomfortable with this stuff then for sure read it, the art is supreme and it makes your spine shivers many times. It's a very unique experience
 
Toriyama's Cowa is similar to Sand Land but better IMO, and Kajika is more like DBZ but in super-condensed form so the fights don't drag on forever. I recommend both. Kentaro Miura of Berserk fame made a one-volume post-apocalyptic manga called Japan with a script by Buronson (Fist of the North Star). I remember liking it.
 
Why not go even shorter? You can pick up Pop Team Epic at any point, even at any page, and still get plenty of enjoyment out of it. You get a ton of short stories per volume and have no obligation to read more unless you want to.
 
There's a couple short story collections by Taiyo Matsumoto btw, Brothers of Japan is great and Blue Spring is good too.

Another short series I liked was Samurai Crusader. It's about a descendant from a samurai family who travels the world before WWII and ends up chilling with Picasso and Ernest Hemingway and getting into fights. Written by the founder of RED Company, who created the Tengai Makyo and Sakura Taisen series of games, with art by Ryoichi Ikegami. 2 or 3 volumes.

Speaking of Ikegami, The Offered is another 3-volume series written by Kazuo Koike (Lone Wolf and Cub, Crying Freeman, etc.) and it's the most insane manga I've ever read. Literally every single event in it is deranged, it never lets up. There's more madness in 3 volumes than all of Crying Freeman and Wounded Man put together. Highly recommended.

One Outs isn’t a one-shot, but it’s a pretty good manga!
 
Pretear is one of my favorite stories ever. It's only 4 books with a single main goal/arc throughout.

It's very magical girl, but Himeno is one of my favorite anime/manga heroines.

Don't watch the anime version. It's pretty terrible. They even changed the villain and a lot of the character designs.

Manga Theater is a collection of old Toriyama one-shots and mini-series that ran for less than a volume's worth. Some cool stuff in there. I really liked Dragon Boy, the Dragon Ball prototype.
