This is a modefied version of the PC version (2010) which restores the Dreamcast soundtrack and locations. In case there is a patch that improves this in any way that I'm unaware of please let me know, I apologize in advance. Nevermind the 4:3 aspect ratio in the screenshots, this is the 2010 version wich is in widescreen, I just reused screenshots from the Dreamcast version.

It's trying to open in steam for some reason when I run it.
If it's the 2014 build of the game, try this:
  1. Create a file named steam_appid.txt.
  2. Open the text file, then enter the game's Steam App ID number in this file and nothing else. In this case it's 71230.
  3. Save the file, and try running the game from either AppLauncher.exe or Crazy Taxi.exe, it should launch without Steam.
I can verify that this works at least for me with this game and a few other Steam games I have that lets you run them without Steam easily when it does let you do this. Other games in the newer version of Dreamcast Collection on Steam can also be launched this way (not counting Sonic Adventure 2, NiGHTS into Dreams..., and Jet Set Radio since those came after and wouldn't work with the steam_appid.txt trick anyways).

EDIT: Also check out this mod that restores the original arcade music and voices if you want to make the PC version feel more closer to the original arcade version.

dang it, can't get the game to run, as soon as i pick a driver it closes the game, i tried to manual crack this one, i tried another PC download (4 of them actually) and it'll just close as soon as i pick any driver.
i just got the dreamcast rom and it worked with way less fuss
 
Yeah, these are raw Steam files with the DRM intact. I have this on my account (who knew?), and trying to run this pack prompted an attempted install in my normal Steam folder.

Being Steam files, it'd need to be packed with a Steam emulator like SmartSteamEmu or similar, which may be a pain to set up (if changing 3 values in an ini is a pain) and also be wading into shadier territory.

But for educational purposes, you just have to change the Appid (71230 btw), Startin (relative path of ./ works fine here), and Target (AppLauncher.exe if you want to easily change resolution, otherwise Crazy Taxi.exe) values in SmartSteamEmu.ini, and then launch the game using SmartSteamLoader.exe. This game having a separate config exe might complicate it a bit, but very doable with a little light reading, or simply make that exe the target (since the config can launch the main exe).

Other than that, the choice(s) of patches are solid. *nods*
