Okay can we stop arguing and derailing the thread please? We can just agree to disagree and move on before a moderator could lock the topic because of it.
Maybe City Evil/Town Evil would've sounded less scary and they didn't think of bringing back the name Biohazard like Dragon Quest did for its series because of legal issues.

I feel like it's the same issue as Resident Evil when only the first game (and Code Veronica to a lesser extent) took place in a mansion as an important place of the game (before 7 came back to its roots).House of the Dead. Only the first game and the fifth game take place in a "house" of sorts. A mansion to be specific. 2 & 4 takes place in a city, and III take place in a facility that houses the dead. Overkill has you briefly go into a home full of zombies, but that doesn't really count anyway.
