I think that the idea of Sega, or frankly most other companies, releasing a "mini" console in the form we've come to recognize these days is pretty unlikely, but I don't necessarily think that we've seen the last of legacy hardware re-releases.
With memory costs spiking, I don't think that it'll take long for a company to realize they could re-release their old hardware on the cheap with modern QoL features for the budget end of the gaming market. It would be cool to see them re-release a fully featured Genesis/MegaDrive/MasterSYstem box that included 32x games and stuff like that, if they'd ever managed to clear all of the licensing headaches.
