Probably some old brazilian site like centralderoms (otherwise known as Venom SSJ).
There was an website called "nintendo-emu" that was hacked around 2002 and I clearly remember the hacker leaving a message saying "this site was hacked by Sancho Pança"

I still remember the day they announced that the forums were "upgrading", then axed them entirely. That sucked so badly because you could tell that that was just the tip of the iceberg... And, sure enough, they got hit by DMCAs left and right shortly thereafter.
 
It was some ancient site riddled with porn popups I've forgotten the name of. I vaguely remember looking for GBA roms over twenty years ago and some Sailor Moon hentai popup came on and I got so scared and offended that I force shut down the entire PC.
 
My local flea market where enterprising pirates were selling warez. Yes, there was a time you had to pay for a pirated copy of a game. It was a fraction of the retail price of course but still.

In case you're wondering how they got away with it it's pretty simple. There were no copyright laws here up until the mid 90s and even when they were established cops were usually more than happy to take a few games or programs as a bribe instead of locking people up. Broadband Internet sealed small-time pirates' fate though.

It was the times of drugs & piracy but I'll leave that out. In most instances led to sting operations and busts.
 
Emuparadise was my go-to for SNES, NES & Game Boy games. Then Nintendo DMCA'd them... Haven't been on there ever since.

I used Planetemu exclusively for Sega CD & PC Engine CD games.
You do know you can still access emuparadise just to let you know. Google is your friend. But either way why would you when we have RGT here.
 
Oof, that's a good question. I remember ROMNation, but that couldn't have been the first, since I was still in elementary when we started downloading ROMs. But yeah, ROMNation is the oldest one I remember, so I'll use it as my answer.
