I didn’t know this game existed before tonight and man… Japanese multimedia titles on SCD and Saturn sure are something what a great time for games as art.
Indeed, the PS1 Japanese titles are very interesting as well, over 1.000 titles release there alone (that weren't elsewhere). It was a great generation, the wild west of gaming in the best way possible,
 
I really wanna know what is this thing about......
It's based on the Laughing Salesman anime, specifically the original series from the late 80s into the early 90s, I highly recommend Kenny Lauderdale's video covering the series overall, it even mentions this game. One of the few to use the Sega MD Mouse. Dunno if it's strictly speaking allowed but i'll link it here:

 
as a spoiler, none of the people who purchase something from this guy ends well but its justified, the live action movie was unsettling.
