You can ask fan translators to translate games....but you usually they will say no, or they are too busy with other projects. It is not easy to translate games and they take a long long time, years in fact. It is easier to either learn japanese or you can use the app that machine translates text via your phone.

You know what? This is funny but I feel your pain OP. Still waiting on the group that's doing it to finish Yakuza Kenzan. Hope someone picks up your game one day though. Just gotta wait on that one guy to sit and say, "Damn, someone needs to play this" and hopefully they don't disappear 5 years in like the Kenzan guy.
