Ok, so in the interest of not wasting any more of anyone's time here's the big reveal: The game is called Switch. I figured that such an unassuming name+odd anime backgrounds would make for an interesting pick but I guess I didn't know how obscure the game really is. I actually looked it up and it looks like it's available on abandonware sites. Would be hella awkward if it turned out I've been accidentally hoarding lost media. Look at the garish title screen:

Anyway, here's a much more reasonable replacement. It was mildly popular in its day and I've sure seen more people talking about it over the years than Switch (N-word's console notwithstanding)

Well, it's been another 24 hours and either Yuri forgot about the thread or he really doesn't know and is trying to ghost us. @Gorse was on the right track, the character I was referring to was indeed Duke Nukem. The game is called Balls of Steel (because of course it is). I figured screencapping a different table might throw people off. It would've been way too obvious if I used this:
