For those who don't know, this is actually the second Motor Toon Grand Prix released in Japan, but since the west didn't get the first one they dropped the 2 when they localized the game. The first one was quaint but barebones and lacked the extra options, tracks and racers the sequel got.

Heard this was made by the same guy who created Gran Turismo. He created a very unrealistic racing game before making a game about realistic car handling.

Yeah this is developed by Polyphony Digital, if i remember correctly this was one of their test projects to get Sony trust for something significantly higher budget like Gran Turismo
