Porky Minch fron Earthbound, the guy is a absolute fucking douche and a slezeball, and i love to hate him, this motherfucker allied himself with the blue klan, and a lovecraftian monster just to get more power
 
The Elyrian Army from Pandora's Tower.
The Elyrian kingdom rolled up into a continent they felt entitled to, so they triggered a war that wiped out the native populace's home and forced everyone else to bend knee. During this Unification War, they experimented with magic and human sacrifice to create living vessels for their gods in the hopes of nuking anyone that opposed them; that failed and they ended up making 13 god-like monsters instead.

Hundreds of years later, the kingdoms that Elyria conquered are sick of their shit and want to leave, so the Elyrian army starts up the same experiments so they can once again use powerful monsters to genocide countries that refuse to submit.

Bonus Round: the first round of experiments created a massive, gaping chasm in the earth that requires chains to hold together, because the chasm—called 'The Scar'— is constantly growing wider. It threatens to literally tear the region apart and if that wasn't bad enough, it's heavily implied to be a portal to the underworld.

The police in GTA games are the worst of all villains.

If you get caught your weapons get taken away.

If you die well you die (lose money)


They don't stop coming and never stop coming after you endless hordes of policemen , SWATs , FBI , and soldiers.

Exists only to make your life hard.
 
Emperor Mateus from Final Fantasy II is so despicable that it is honestly hilarious.

During the course of the game, he tries to conquer the world but mostly just destroys every city he comes across, he builds a super weapon called The Dreadnought which he continues to destroy cities with, kidnaps the princess leading the resistance and makes her the prize of a battle tournament simply because he could, and he finally summons a large cyclone to continue to destroy the world until he finally dies.

He is also implied to have killed a ton of wyverns, his mother, and thousands of his own people. He also brainwashes people into his servitude.

But that's not all for the world's most despicable man. Apparently when his soul went to Hell, he managed to beat Satan in a fight because his heart was just that evil. He then returns to the world to, you guessed it, destroy everything.

Even more absurd, the added content in the GBA release reveals that another half of his soul was sent to Heaven. Even though this part of him was good he still conquered Heaven and killed God.

No matter what, he is just evil. Despicable at every turn. His goals are only destruction and conquest. 10/10, all those other Final Fantasy villains like Sephiroth or Ardyn Izunia wish they had as good of writing as The Emperor.
This guy is the peak FF villain of all time and singlehandedly contributed greatly to why FFII is considered the worst mainline FF and probably one of the worst JRPGs. The amount of bad writing to justify giving this guy the plot is honestly hilarious beyond belief. Nobody could ever come close.

Effectively genocides the Ronso for getting in his way and because he didn't like them, killed most of the Al Bhed for close to the same reason, hypocritically allows machina to be used in a battle against Sin, knowing it wouldn't work and basically turning his mother into a demon he has on a leash.

His biggest crime: That hair. He's the reason women across Spira can't buy hair gel.
 
The Xenoblade series has some real jerks for villains, to put it lightly (spoilers ahead):
  • Zanza (Xenoblade Chronicles) ① cannibalized dead humanoids to make himself immortal, ② tried to keep humanoid advancement down to prevent them from trying space travel, ③ performed countless genocides at no more than the mere mention of space travel, ④ declared war on a whole non-humanoid people because they considered helping the humanoids with space travel, ⑤ killed Shulk's parents while Shulk was a child just to give himself an easy way of getting out of prison, ⑥ had his right-hand man raise Shulk as a son while preparing to literally shoot him in the back at the right opportunity, ⑦ genocided Melia's people just to make a bigger genocide easier, ⑧ and left Melia traumatized (though she recovers in The Definitive Edition). Oh, and did I mention this guy really hates space travel?
  • The Ganglion (Xenoblade X) blew up the Earth and killed off the vast majority of humanity on the off-chance that they might be a threat to them. Keep in mind that humanity had no clue these guys existed, as they were living somewhere off on the other side of the universe where humankind had no technological way of ever finding them. Likewise, not only did the humans have no clue what their weakness was, but once they didn't have that on-hand, the Ganglion still tried to wipe them out again on the off-chance that they might regain the ability to potentially threaten them. Oh, and they in-canon wiped out the last remaining recordings of The Simpsons (as well as a large portion of the rest of humanity's intellectual property).
  • Amalthus (Xenoblade 2) ① hates humanity because his life sucked, ② goes crazy because Space God didn't show up when he wanted to talk to him, ③ kidnaps Space Jesus and turns him insane just to make him match up with his views, ④ declares war on humanity, ⑤ kills the Sky Pope so he can replace him and ban anyone from having the power to fight back, ⑥ kills all of the people of Torna in an attempt to just kill Mythra, ⑦ and hates the power of friendship. (Note that the heroes of Xenoblade 2 are pretty bad too, and in some ways worse than the villains, but that's probably not in the spirit of this thread to go over.)

That is a very good choice.
Mumkhar/Metal Face pissed me off more though. His actual accomplishments were very little, he was just a gross coward who died like a bitch. Nowhere near as bad as your example, but still a giant piece of shit.

Never got really angry at it. It's not like it has any real understanding of what it does, just tries to simulate it, it's just a broken bugged machine that is too absurdly powerful. I think it's existence is more humanity fault than anything. The whole story feels more like mankind playing "fuck around and find out" and finally finding out very hard(we might be next beware!!!!)

Hmm. I'm not too familiar with Guilty Gear, but if this I-No is a baddie and you ruin their day whenever possible, it sounds heroic to me. You'll have to send a resume detailing your villainous actions for further review. ::cool

He's a classic. I think he's my favorite villain in the Final Fantasy series too. Well, hmm, there are others I like a lot as well, but they don't belong in this topic.
