Seems like this game has a bit of unqiueness, depth, and execution that made me hope there will be an english fan translation in the works, but it's a shame, this is one of those games that did actually inspire a bit of media such as muv luv, attack on titan, persona (from P3 Onwards), and 13 sentinels:aegis rim, this blog article also helps to explains how intricate and memorable the game actually is, and how it became a hit
 
One of my favorite PS1 game for sure and I would translate it if I could for sure too but can't even translate a PS2 game that all of its text lying there but memory and character limit is a bitch yo (me too stupid to figure that out, it would be easier for me to redevelop the game in English for PC lol), not to mention some Japanese games' text works in a way that it's not simply a text but coordinate and order system. Imagine image of one character being replaced in different parts of "dialogue window" to create a method for how game can display image. It makes translation harder because you may be still limited by memory and character limit, and then you gotta reverse engineer how game using this coordinate logic and how it chooses which character image to play in particular order and then re-arranging the whole system for whatever language you wanna translate. For example this is one of the "what the fuck dude" aspect of a PS2 game called Flower, Sun and Rain + on top of that rocket science the game using text display effect that make things harder.

Long story short some games are "too rocket science and unrealisic to translate" therefore it's one of these situation of "I better learn Japanese and it will be faster than waiting for translations" thingy. Now perhaps it's easier to figure out how to translate games and apply that process but it doesn't mean changing the game for translation will take magically too short. Considering people have a life and all we can't expect people to work on same game's translation for years especially when it's too much hard work. This is prime reason for you may see so many people start translation project of same game and you don't hear from them forever.

IIRC The anime itself was a distilled adaptation of the original PS1 game, and was the only one to get localized and licensed overseas

I guess this franchise wasn't popular among new generation kids until its 2nd anime and PS2 games, but gotta say the PS1 game came first and was a big deal (despite it wasn't that popular as much as, for example, Sakura Wars and Persona but still it was significantly a big deal) it even won Seiun Award (the first and last video game won this award) so it tells how big deal the game is. People are missing a lot not playing this game yo.
