Emile and Valyx from Dragalia Lost. Emile spends the game's first few chapters trying to kill his brother (the player character), ruined the royal family's reputation by cheating his way into a dragon pact, and later laughs as he sends an android army out to kill all dragons, which has the known side effect of rendering the land barren.
Then the game tries to give him a 'redemption arc' by saying that he just has low self esteem because his family forgot to teach him you have to do respectable things to get respect and he, the guy who repeatedly attempted fratricide and genocide, can be a less warlike member of the family. They drop this right after he tears down housing to build a statue of himself. And the fandom somehow fell for this and complained about the main characters being too mean to him.
Meanwhile Valyx's response to his kingdom turning into an evil empire bent on genocide is to go 'orders are orders' and the writing expects you to think he's an honorable opponent and not such a coward that he can't even say 'genocide is wrong and also if we do this the land will become infertile and we'll all die of starvation.'
As much as I liked Dragalia Lost, there was a reason I had stopped playing by the time the server shutdown was announced.
