Snapdragon SoCs have the best GPU support among emulators. Anything with at least 4 ARM Cortex-A75 cores (or better) should run all your emulators at full speed.
Being completely honest, 32X emulation support is subpar even on PC. Ares and PicoDrive are the only actively developed options I am aware of that even attempt to implement it, and those implementations exhibit plenty of bugs not present on 32X hardware. Ares is better, but it's PC-exclusive. You can try your luck with PicoDrive in your libretro client of choice. I don't think there are any options better than that on Android right now.
Kega Fusion had an implementation of sorts, but it's been abandoned for years and is closed source. I wouldn't expect it to come to smartphones any time soon.
This might be the one instance where I have had better results emulating on iOS. Provenance can handle both Sega CD and Sega 32X titles quite well once you import the CD BIOSes.

With all due respect, I think your information may be out of date. MyBoy was last updated earlier this year. Additionally, mGBA has no official Android port. Perhaps you're thinking of the unofficial mGBADroid or mGBA_Android ports, but neither has been maintained for years at this point.
EDIT: Just to be clear, I also think the Pizza Boy emulators are perfectly decent choices. I have the premium editions of both Pizza Boy A and Pizza Boy C installed on my phone at this very moment.
Yeah, I’ve had to learn the hard way that PicoDrive is less than perfect with 32X emulation. Some configuring and tinkering got it to run 2D games with lots of sprite scaling well! But less could be said of 3D stuff. I got a match of Virtua Fighter 1 in, just enough to want to play further, and then the characters’ polygons literally EXPLODED leaving a buggy mess lol
