Gentlemen, I need some help with my drawing here. Mainly for the background, for I don't know what to put. I originally put sprites of a Goomba, Blooper, Boo and Cheep Cheep in reference of the Yoshi game '91, but it looked too tacky and overwhelming

Any ideas?

Maybe you could use a NES level template, if you can edit it to look not so overwhelming as you say

Mm maybe you could just do an easy gradient background with a simple foreground element + an enemy to match it. Kinda like the game itself.
