are emulators illegal in Japan?

As the DnD rouge would say it would not be a crime if there was not witness alive. hehe
I'd say that piracy is more of a victimless crime (most of the time, if it's from an indie dev that may struggle to get money it's actually making a victim) but a crime nonetheless. Acting as if it's not one doesn't help. We're aware of what we're doing at least.

Like everywhere emulation and downloading roms is a very gray area.
Emulation is fine if there's 0 bios nor private code.


Downloading roms (as well as hosting them online to provide to others) is in itself illegal.
 
You think your country has bad copyright laws? Japan is cucked even more.
