I could be misremembering, but I'm pretty sure it's just like that on real hardware
For comparison, I watched the video that's on the Romhacking page for this translation, and the gameplay in that video is noticeably less choppy than my own experience emulating it. It was basically a slideshow for me.

I imagine it's a settings thing on my end but I can't find any info on what the best settings to run this game on.

Pretty cool there's another translation of a hidden gem I've never seen before. But I don't like that there's no subtitles in cutscenes.

Would be cool if the fandub that did Tales of Phantasia were also active in making fandubs for other games as well.

wow, way back then I played this game on my modded wii and I couldnt believe how cool it was. glad to see a translation, maybe I'll pick it up again
 
does this include the sub translations for the cut scenes?
Yep, like, FMV cutscenes patch (the extra 1.1 GB movies patch not on romhacking) is included.
But as the readme says the game also has another type of cutscenes that are rendered live (not FMV).

The cutscenes that are rendered with the game engine could not be translated, since they didn’t have any Japanese subtitles to begin with
 
I didn't know this game either, but it looks pretty good, as well as being one of the many hidden gems 💎 of the Wii catalog, and the English translation of the game looks good too.
