You know I will take every opportunity to share my childhood favorite Penguin Adventure, this excellent MSX game saw a few official re-releases in Japan from Playstation to Sega Saturn, even the Wii and Wii U VC.

None of the things you mentioned are in adventure games though... There isn't a single adventure game that includes powerup, upgrades, or a shop system. Are you thinking of an RPG or maybe of arcade games?
What do you call a game like Legend of Zelda or Wonderboy? To me they fall under Adventure, but regardless, the official name of the game is Penguin Adventure, if you like you can give it a try for yourself and see which genre fits best, its already available on multiple systems so pick the one that is most accessible for you, it's on MSX, Master System (unofficial port), Playstation and Sega Saturn (via Konami Antiques MSX Collection) as well as another port for the Wii U, (there's also an unofficial port on MAME but I don't recommend that one).

It's sort of a platformer similar to super mario bros but from the perspective of behind the player, it has some adventure elements though like power ups, upgrades, a shop system, shortcuts, and a little bit of cryptic secrets (not much though) so I suppose in a way it is best described as an adventure game, it is an underrated game that afaik never released in the U.S. which explains why it remains obscure despite being Kojima's first game.

It doesn't have anything in common with adventure games at all does it? Is it just labeled that as a joke?

This game is a fairly faithful port of the MSX1 version and is appreciated to share it. 👍🏻👍🏻
It's an official port, this is one of the few times Konami officially re-released this title.
