Bootleg one on one fighter by Cony using their Street Fighter engine, this crossover game has characters from Super Mario, Sonic The Hedgehog, Teenage Mutant Ninja Turtles, Dragon Ball Z, Final Fight, and Street Fighter.

looks like your classmate's fever dream that he was describing after being sick and was POSITIVE that he ACTUALLY played a fighting game, where you could pick Sonic and fight Chun-Li....lol
 
One of the most ahead of its time Fighting Game crossovers because it features Ryu, Chun-Li and Vega/M. Bison from Street Fighter, Mario and Bowser from Super Mario, Sonic the Hedgehog from Himself, Leonardo from TMNT, Haggar from Final Fight, Andy, Mai and Laurence from Garou Densetsu/Fatal Fury and Goku from Dragon Ball and the idea itself is a good one.

However, the playable scheme and the learning curve leave a lot to be desired for being half-unplayable until you have to make complex commands how to do a specific direction with 2 cuff and kick buttons at the same time to make a special move to win and unfair because the CPU spams the same special moves all the time and then everything so you lose a round, and this problem is not only in this game but in all pirate fighting games developed by Cony Soft for the Famicom.
