PC why my achievements is not saving my progress when I am quitting the game in postal 2 gog version Heroic Games Launcher

Not saying you did, but Postal 2 has a built in feature that if you use cheats, it won't save achievements. Not saying that was what happened, especially if you didn't use cheats. Maybe start a new game and see if the save has glitching out

Ah sorry then. I thought maybe that was it.
I don't really know then. I hope you figure it out though.

Postal 2 on GOG doesn’t have native achievement support, so if you're using Heroic Games Launcher, achievements usually rely on third-party tools like Achievement Watcher. If achievements aren’t saving, make sure that tool is running properly in the background and that you’re quitting the game normally, not force closing it. Also check that Heroic has permission to write to the save folder. If you're on Linux, Proton settings or file access could be blocking progress from being saved. Try unlocking something, quitting the game normally, then restarting to see if it sticks.

So this is why it cost this problem. I see, then let me take a look some options then.

No need for a virtual record of your archievements when a person compliments for your achievements!!!

Here is your compliment: You did well by installing a cat's ass on your gun to use it as a silencer to genocide NPCs, and then burned them alive and also extinguished them by peeing on them until you made them puke while burning alive. You did well indeed!!! lolol
