Dreamcast Who are these guys?

Was playing Daytona USA 2001 a lot when I found out about these characters, who look VERY different from the realistic looking (for the time) racers and other characters in the game.

While the others look like this,

I wonder from which kind of media do these characters come from, they seem rather silly and a bit adorable in my eyes. I've tried searching but got no results, do you guys know something I don't?

(by the way in the game they ride the Pywackett Barchetta and the Pywackett Barchetta Super. I've tried searching the term "Pywackett Barchetta" on search engines but all I can found is a tumblr user by the same name, just with a dash in between both words.)

I tried looking through fan wikis on Daytona USA 2001, FAQs, and Walkthroughs and for the life of me the best answer I got was 'they're just aliens.'

On the subject of the Pywackett Barchetta, everything I've found says that the car is based on the Messerschmitt KR200, a German Microcar that was built to beat the 24-hour speed record for a three wheeled vehicle. That probably explains the Pywackett Barchetta and Pywackett Barchetta Super's speed.

This is the model that beat the record. Apparently the Pywackett Barchetta was based on this version but I don't see it beyond the shape. I thought there might be clues to the aliens in the car itself but that was fruitless.

To be honest I'm completely surprised how almost no one thought about these characters to the point that I'm probably one of the first users here to bring up these characters in a topic. It's not like the PB is an obscure, almost impossible car to have either (you just have to finish a race with 8 laps in 777 Speedway with each of the starter cars, no wins required). I hope they come back in a future Daytona game though I really love the PB Super.

I'm also really intrigued as to who made these characters specifically, because again these characters look WAY too cartoony to be in a Daytona game, they belong in like idk a puzzle game or something.
