Both have superior intellect,
On one side, Egg-man's strongest robots that he's built are: Gamma, Omega, ABIS, Hyper Metal Sonic and his friends in robot forms.
And on the other, Dr. W. Wily's strongest robot is the main man Bass himself.

Do correct me if there's any additional robots both have created that are either beast in their own worlds.

Eggman, he’s got Sage whose a walking cheat code, unless you mean fisticuffs and even then by IDW scaling Eggman still wipes.
 
Technically he stayed in the mind of Zero, like the future batman fights the Joker again in the animated version when Tim Drake (I think) began hallucinating his memories again.

He canonically survived into the X series, at least, thanks to the Maverick Virus.
 
Idk man you got the Zegy boost who used to scale to the Mods during the Server Arc so you might give them some trouble.
We're not in the Server Arc anymore though, Zegy lost his level 3 transformation hax.
