It looks like the first row is saying "Greetings, RGT!" but I can't decipher any more than that.
Some sort of explanation would probably be appreciated because I'm also really confused lol

it's either a different language or it's a fictional one. i was looking at the second line and trying to read some of those letters as "e" made no sense; but if that one letter could be 2 different letters in english, it would be different. reminds me of the koppaite alphabet from pikmin 3. several letters in that language could be 1 of 2 different letters.
