Maybe Drac's Night Out on NES or Nintendo World Championship also on NES.

If not, then AirWorld on the Atari 2600 because we are pretty unclear on whether or not it even started production, but if it did, then it's likely that it was put into a cartridge for testing purposes.
 
I have heard legends told of a game called "TRIPITAKA," which is a spiritual successor of sorts to "Cosmology of Kyoto." I believe that to be the rarest game of all time.

TRIPITAKA was found recently and uploaded to web archive though. There are some games that haven't even been found yet so its impossible to play then. Like this korean myst-like Le Cháteau.
