What is The Most Underrated and Hated Zelda Game?

Wind Waker is my favourite. I agree though, that the visuals still look great. I might be a bit biasedWay, WAY back in the day before the majority of the posters here were born the trendy game to hate was Windwaker because of its cartoon artstyle which is funny because that made it age like a fine wine and better than games that tried to be realistic.
The graphics still look nice but that doesn't stop the game from being mostly a big empty ocean that's a chore to cross. Also it was a step down from OOT in number of dungeons and it had that stupid tingle triforce fetch quest to round off the game. It's also the only Zelda game I've played where I've never seen the game over screen. i haven't seen any hate back then for it outside some places online. The sailing is a drag, I can agree with you there.
