I was just wondering if anyone had a favorite neo geo arcade fighting game that was released between 1991-1999

We can decide the most popular... but the best is nearly impossible since, to each their own.
As for myself, a series I really wish could make a return is the Waku Waku 7 series.
Unique characters, good animation, comedic elements and the plot of DBZ. So good.

Waku Waku 7 in my opinion is a hidden gem on the neo geo platform.

SNK vs Capcom is from 2003. But why in that period, OP? I would then say King of Fighters series. 🤷‍♂️

To each their own, naturally, but the top contenders would have to be...

Breakers Revenge, Ninja Masters, Matrimelee, Garou, Art of Fighting 3, Real Bout Fatal Fury 2/Special, KOF 98/2002, Kizuna Encounter, Last Blade 2, Samurai Showdown 2/5 Special, and Waku Waku 7.

They're all about different enough as fighters that folks will have their own favorites, or wouldn't compare them. (Someone might also say SVC Chaos, but let's be real, it's not even the best Capcom/SNK crossover.)

Personally I'd say Garou: Mark of the Wolves was the high watermark of Neo Geo fighters, followed closely by KOF 98.

I wanted to say King of Fighters but there's also King Blade, but my favorite is King of Fighters 98

Favorite? Yeah but best? Can't say which

'Real Bout Fatal Fury Special'.
'Garou Mark of the Wolves'.
'Art of Fighting 3'.
'World Heroes 2 Jet' (Probably the 'Perfect' chapter is truly the final revision, but I've never played it).
'Samurai Spirits Zero Special'/'Samurai Shodown V Special' (Yes, it's a game from 2004, but I won't wait for another similar discussion to create an updated message).
'The King of Fighters '98' (The 'Final Edition' released on modern platforms and the 2002 'Ultimate Match' re-release, carry forward the concept of this game and use the old character drawings, while the thirteenth chapter comes with completely new graphics).
'The King of Fighters 2003' (Same as above. Anyway, maybe 'XI' could have been released on Neo, but the piracy of the time led SNK to work with Sega and its modified Dreamcast [the Atomiswave].).
'The Last Blade 2'.
'Waku Waku 7' (It should have had at least double the characters, because with this small roster it just feels like a glorified prototype).
'Kabuki Klash'.
