Tecmo Ninja Gaiden trilogy is best looking mostly cause of those amazing cut-scenes. Even the japanese only Radia Senki also used similar ones.

Also going to add Startropic 1 and 2. This game is one of my guilty pleasures.
 
Contra and Super C's graphics are still good looking three decades to its day of release
