What determines a Sticky Thread?

I know it’s probably at the discretion of the mods, but I do tend to wonder what criteria are considered in making a sticky thread?

They mostly fall into two categories:

Popular user-created content that we deem necessary to be on top of the board.

General information for users to know.

We basically stick content we perceive as useful to be there as soon as you click on a board.
