a few years ago i used to play Dragon Raja, and idk how much of this is nostalgia talking but i loved walking around the city and checking all the little menus. id like something with a similar feel maybe? i wish i could be more objective than this...
just definitely not a fantasy world. i dont wanna play something where i run around open fields. i have botw so im good on that front lol. not anything like red dead either
 
Yakuza/Like a Dragon or Judgement might be up your alley. A big part of those games is wandering around a small-mediumish open city district in Tokyo for the most part. They're all pretty much contemporary except 0 and Ishin (its samurai themed).
 
The coming Death stranding 2 will do.
 
There's always Cyberpunk 2077.
Its horrendous original release overshadowed a lot of its achievements, but at this point - especially with the DLC - it's a fantastic, gorgeous game.
Highly recommend that one if you haven't played it. Should pretty much fit the bill perfectly.

Aside from that... maybe Ghostwire: Tokyo fits the bill? I haven't played much of it, but it seems like an okay Ubisoft-style open world game set in spooky Tokyo.
Not all that sci-fi, but I honestly feel like real-world Tokyo has a pretty sci-fi look to it already.

Oh! Any of the S.T.A.L.K.E.R. games maybe?
All of 'em are pretty buggy (and have extensive fan patches available), but they're utter masterpieces of atmosphere and immersion with a really unique feel. They're really subdued in their retro sci-fi aspects though, so maybe not...

Are you looking for a walking simulator type experience instead?
 
you could try fallout 3 or new vegas and just look at computers or deus ex
