Yeah. Back then "never hit a woman" philosophy was a huge thing so it wouldn't be usual in movies to see man characters disarm even a criminal woman with "pacific" options. This game, Final Fight 1 & 2. I know this was due to their infamous censorship practices at the time, but did they seriously think that people would get offended by it?
Street Fighter 2 came out a couple years prior to this game nobody complained about Ryu beating up Chun-Li. People were just too busy having fun (And yes, I'm aware that it's not a beat 'em up, but my point still stands). Heck, Sega had Streets of Rage 1 & 2 and I doubt anyone complained about Axel fighting any of the female enemies from those games.
