If your RPG's Name is not SMT, don't bother with debuffs or status, enemies are too weak to capitalize and Bosses are inmune anyway and too OP to make the debuff worthy
I feel like FFX used them a good amount too

I'm not good in recalling examples, but sometimes there are weapons/armors that wonderfully increase certain abilities but decrease so much another stat that in the end you never use them.
Also, the last item you get in Octopath Travelers...

After you beat the game and ALL the optional post-game bosses, they give you an item that, if equipped, prevents random encounters... ok, but what use does it have? At least in "bravely Default you could choose to have them on or off to go and explore

Can't speak for them but I love-hate the game because the levels picked to return were predictable and a few of the remixes ended up underwhelming. Hydrocity especially comes to mind. I'm also not keen on how the DLC only gives us two characters, a background change, a pitifully short Angel Island zone but didn't add in new level themes to accompany it. Hell, they could've even used Ray and Mighty to remake some of the levels from lesser known classic games like the Game Gear games, SegaSonic, Knuckles Chaotix, or 3D Blast.

But as you can see, most of my disappointment stems from the fact that I didn't get a better Wacky Workbench, Mystic Cave or Marble Garden, but I got Oil Ocean...great.

I'm the only one with this take though, more people complain about the lack of original zones. Everything else though, I have no problems with, and I especially commend them adding in level transitions, even if some don't make any sense
 
For a non-JRPG answer, the stance change button in recent Mortal Kombat titles usually doesn't do much. I believe it affects some combos in specific situations, but is generally not a useful button to press.

It's fun to have the characters do a little dance pressing it multiple times, though.

I do recall some combos working depending of who is facing the camera, but that's 3D MK like Deception or Armageddon, not the NRS MK games.

Still better than the taunts in SVC Chaos that gives meter to your opponent, though.

It's one thing to have something that neither helps nor hinders you, but this not only gives meter to your adversary, you're a sitting duck once you're taunting.

This has been patched out in all newer versions, but Relm's sketch command in the SNES version of Final Fantasy VI was a total gatcha of random usefulness or uselessness. Possible results:
  • Sketch actually works as expected. (not likely)
  • Sketch completely misses. (more likely)
  • Sketch rewrites your inventory to have every item in the game as well as 100 individually listed Dirks. (~30% likelihood)
  • Sketch corrupts your game save and you have to start over. (~30% likelihood)
Note that Relm first joins the team roughly halfway through the game, so you can't risk experimenting as easily as you could if it was possible early on.

Not exactly... in Street Fighter IV you can use this to bait an opponent because it can be cancelled into his other supers. In some other titles, if it completes successfully, it refills his super gauge to max.

As far as his Otoko Michi goes, it is impractical not useless. It is a MAJOR insult to use it on someone and a guarantee rage quit if you beat them with it lol ahhhh the memories....

Now for useless....any weapon late game in Final Fantasy Legend. If you have a monster with the Saw ability, then you can kill practically anything with one hit...including the final boss.

The only good version of Otoko Michi is in SVC Chaos where he doesn't lose HP. And even then, calling it "good" is a bit of a stretch, since the reach is terrible.

I agree it's not "good" but it's one of the best Troll moves in fighting games.

That's his entire character, really. I recall him being vaguely decent in Alpha 1, but he wasn't fully conceptualized just yet. He's not terrible in SF4, or even SFV.
 
Nah debuffs are good in Dragon Quest. I don't know why a lot of the games that copied it didn't get that part right. Status ailments can be useful against regular monsters too.
I once accidentally cast Stone on a boss in Final Fantasy Legend 3.

It worked, insta-killing the boss..

I dropped my Gameboy and laughed for almost a minute.

Oh man, the third one actually happened to me on my SNES cartridge years ago! I was in the World of Ruin fighting Slagworms in the desert by Maranda, and I had Relm use Sketch. The game starts glitching up with the character sprites turning into other ones, and I somehow manage to kill the beast. I go to my inventory and find it's been replaced with random gear including 99 Illumina swords!

Did you get any useful stuff or was it all useless garbage?
 
Now for some classic MK bad moves.

I mean, it's gotta be the Stryker Baton Sweep, right?

I wouldn't call this useless skill, but honestly is there any merit to using one of the 2 other SA's Ken has that isn't Shippu-Jinrai-Kyaku? Or for Chun-Li her Houyoku-Sen?

Well, there is always fringe and highly expecific cases where they could be usefull. For fighting games it depends on the level of play, some moves may be "useless" on higher level but absolute broken on lower levels, specially if your opponent don't know how do avoid or counter it.

For a personal example: R. Mika's fierce kick is a chargable dropkick on SFV, and if hit on block while fully charged, Mika will be plus frames enough to use a command grab right after.

My opponentes would hold back as soon as they saw me charging the dropkick, making them imobile and, as soon as I hit them, I would EX command grab them for good damage and a knockdown, then I would try to mix up them with either a crossup or bait a DP to punish them. All this could be avoided if they just jumped.

This strategy was completly useless as I advanced my rank
 
Off the top of my head Pirate Warriors 3 there a button to make Luffy wear his Strawhat. that button varries per character, but aside from the nice touch, I don;t remember it doing anything else.

It's been a while, but I remember getting 99 Illuminas, 99 Ultima Weapons, 99 Genji Gloves, 99 Offerings, 99 Minerva Armors, 99 Genji Armors, and 99 Chainsaws. (They replaced my hoarder's collection of crap items bought at shops.) I absolutely crushed the rest of the game but never risked it again.
 
The Oracle ability in Star Ocean 2. At least in the first game, it brought you to a cool room where you could talk with the devs, but over here it just tells you stuff like "Did you know Star Ocean 2 is the 2nd Star Ocean game?"
