If I remember correctly, the PSP is actually a port of the Wii, which has the best visuals but far worse controls. The PSP release is the best to play, the Japanese release Tenchu 4 Plus has a few additions that weren't introduced in the overseas releases.

Still, I recommend taking a look at this version just to see the improved visuals, it's really nice.

yeah I was wondering this... if the psp version was the same and if the wii one had motion controls (i havent gotten motion controls worked out very well on dolphin yet)

It sure is! I didn't know it got a Wii release and this is also how I learned there was a Tehcnu game in 2005 for the PSP that never got released outside of EU and JP. Wild!

Is this that random one that was a psp release that oddly gave everyone a bad British accent?
