I counted 20 characters total. So that's 10 more than official.
I don't know how they got to "extra 23 and much more"

Tekken 3 has 23 characters
10 you got from start, and other 13 you unlock by playing the game
Other characters not visible on screen but you can select them
Can't believe Spike never played Tekken 3...
