Simulation-adjacent but Landmaker on PS1has some really interesting simulation/puzzle hybrid elements which is well worth checking out.

If Sims counts as a simulation game then Sims 3 is the GOAT. Having all the town loaded at the same time so you can seemlessly explore the town is just so so cool and the mods and tools are really good now too. Sims 4 could never.

I'd be really curious if Mountain holds up today. I know it was huge when it came out.

Densha de Go! and Jet de Go! are both immersive and well-done, but please be aware that they are also very frustrating on account of their realistic, unforgiving simulation.
