That festive sounding techno from the 90's, where can I hear more of that?

The closest I got was Khimera: Puzzle Island's soundtrack

And the fanmade Ristar CD ost (which the original was by the same composer as Sonic CD)

And Nights obviously

The composer for Jazz2 is Alexander Brandon :)

The Sonic CD Japanese composers were inspired by the music of 808 State at the time.
 
I highly recommend you to not limit yourself only to video game music, and checkout Bizarre Inc

 
Pizza Tower literally sampled Sonic CD music for a portion of its tracks. It's probably the closest thing in recent memory to sound like Sonic CD to me.

Senko no Ronde might be especially what you're looking for, but I urge you to try the others
Do note I don't just mean these individual songs, but the entire osts. I just can't find full ost videos of the other 5. A few that didn't make it are:

-Super Monkey Ball 2
-Ace Combat 3
-Lisa The Painful & Joyful
-Devil Summoner: Soul Hackers
-Sonic Riders (but not Free Riders, Free Riders got rid of the style completely, boooooooo)
-Castlevania X68000/Chronicles
-Ridge Racer (all games, but ofc its Rave, Revolution, Rage and Type 4 that take the cake)
