The Win95 PC port of Sonic The Hedgehog CD patched to run on newer systems (tested on Win7) setup lets you choose between the US and JP soundtrack. Patch by Korama

You are not misremembering, Sonic CD Win95 is notoriously tedious to run even on WinXP.

Regarding the FMV it is possible the version you had was a pirate or compressed, many PC games from that era did that, I had a ton of those.
case and point
in order to run the game you need to set the system's color setting to 256
it didn't work on anything higher
 
Silly question but can you use the game for Sonic CD Miracle Edition or is it exclusively needing CD 2011 or Origins?
I'm unfamiliar with that mod but if it says it needs the 2011 version or Origins then no, it wouldn't be compatible with this.

Neat! I remember having this version growing up, but I don't remember it having the opening FMV. Maybe my system was just bad and couldn't run that part. I do remember it being a lot more touchy than Sonic 3+K collection, maybe it was the FMV making it crash.

I think I own the physical PC version (alongside Sonic & Knuckles Collection, 3D Blast Flickies' Island and R) but since I no longer have a disc drive I couldn't install it.

I think it's on abandonware but you still need a virtual disc drive to make it work. Thank you for giving us a pre-packaged version.

There was a program made to make Sonic CD, Sonic 3D Blast, Sonic & Knuckles Collection work on modern PCs thankfully.
It is used here and I used it to patch Sonic 3D Flickies Island to run on modern system, Sonic R is also patched to run on modern systems, I too grew up with these games so these versions are very nostalgic to me, I haven't looked into Sonic & Knuckles Collection though.

It's patched to run on modern Windows, I tested it on Win7 and Win10 it ran right away.

If you are referring to the screenshots it might be because I took them from a pre-recorded video, testing the game it looked as I remember it, though the loading screen isn't present in this version but that's about the only thing different.

I got this port right before leaving Disney World in Summer of 1996 at a Disney store in Downtown Disney (Now Disney Springs) called Art of Disney that sell Disney related art projects and for whatever reason computer games. This was a great version that fixes the load times, polishes the gameplay to go a bit faster and cleaning up the intro/ending scenes that looks like DVD quality before DVDs even came out.
