i always thought Green Day's Christie Road would be perfect in GTA SA.
It's suitable for driving in countryside, released in the same year with GTA SA's setting(1992) .

I think the problem is Green Day is so popular in 2004 that rockstar have a problem getting the license.

I love Susumu, he makes mystical music. A lot of his tracks (both solo or from P-MODEL) could be in video games... another one is Vistoron.

There are songs from other artists that qualify, but I wouldn't be able to remember them right now.

oh yeah, I also imagine some of his P-Model stuff in Perfect Dark or TimeSplitters(especially Ashura Clock in the TS1/TS2 credits)

Vistoron may have been a bad choice... he has more appropriate tracks, but that one always comes to mind now... so I posted it. I can imagine a music video for it. It's sci-fi and mysterious like some of his other works.
I would say that it could be one of his theme songs, too. If that makes sense.

Anyways...

There's a trendy song called Fluxxwave that wouldn't be out of place in an RPG. I found out about it randomly:

Speaking of Logic System... his name is Hideki Matsutake and he used to be in YMO (Yellow Magic Orchestra).
YMO has songs that sound like they come from a video game, most notably Rydeen:
And in fact, YMO directly influenced many composers around the world, including the team working at Namco.
The inspiration was so great that some employees from the company made a parody band called Oriental Magnetic Yellow.

The members of YMO also went on to make music for games. Ryuichi Sakamoto in particular worked on the soundtrack for L.O.L.: Lack of Love and made the Dreamcast startup theme.
If I'm not mistaken, Haruomi Hosono also has an album consisting of covers of VGM.

I also think that Dada - America could be in a video game, it's one of the only songs by that project that I like (?), even though it's not that good. The group is somewhat obscure.
 
my red hot car by squarepusher would fit perfectly in gta, the super classy and smooth soft breakcore leading into a sudden sexual and vulgar line that takes you off guard feels right in line with gta's sense of humor, kinda reminds of that one ambient/meditative station from 4


also sněhurka by www neurobeat somehow always calls to mind an adventure era sonic boss fight whenever i listen to it
