There was a thread on the retro forums like this, but this topic seems to broad for it.

For me, that's probably something like this (I'm Polish if you couldn't tell lol)
 
Petz 2 Dog/Cat for Wii/PS2. Which is actually the sequel to "The DOG island" for PS2.
 
Anything Griptonite games made for the Nintendo DS. Spider-man web of shadows, shattered dimensions, x-men origins wolverine, captain america super soldier, green lantern, the simpsons game, all of them could've so easily been crummy cashgrab ports that exist purely to trick kids who couldn't afford the bigger console versions, but instead were lovingly crafted 2d platformers with tons of character and charm to em and fantastic feeling combat and (relatively) non-intrusive touch screen gimmicks.

Mary-Kate and Ashley Sweet 16: Licensed to Drive on Gamecube. Totally competent mario party style game, better than it has any right to be
 
Included 3 solid Dreamcast import shmups and could be had for $5 or less back in the day at Gamestop:

I unironically enjoy some of the Simple Series games like The Maid Uniform and Machinegun, Monster Attack, Motorbike King, Party Girls, Dragon Sisters and such. They are jank for sure but they give me that primal satisfaction where you dont need to worry about the story, deep mechanics or items rarity and just enjoy the games for what they are.
 
The EARTH DEFENSE FORCE series technically started out from the Simple series of games, which was a series of cheapo games made with the lowest budget possible entirely to sell them for next to nothing. A series of games designed for the bargain bin.

The games starting from 4.1 and later have a bit more to them that I wouldn't call them shovelware, but they still keep the low budget spirit and all the ones before that were definitely low-budget-no-brains-needed goodness.
