I rarely see anyone talk about Three Dirty Dwarves. Pretty good 2D... beat 'em up, I guess.
Also, Shinrei Jusatsushi Taroumaru! Fantastic Treasure-like 2D action game. It's as yet untranslated, but you really only need to know the controls anyway, it's not a story-driven game.
