Are save states possible with HEN on the ps3? I thought I might could start using my console to emulate PS1 and PS2 games, but if save states aren’t a thing, then it’d still be better to use those specific emulators on my laptop.

If you can do save states, which program do I need to download?

Nope, no save states on PS3 for PS1 or PS2 games. Also I can't image PS1 through Retroarch would run very well on the PS3 but maybe try it out for yourself.
Off topic but the PSVita actually does support save states on PSP and PS1 games.

This thread made me question if PS3 can ever support save state feature for certain video game console emulations because it has a weird way it uses its own CPU and how system uses RAM lol.

So all I can think of is it was part of their way to make PS3 wouldn't be broken in the hands of pirates lol. It works so weird you gotta study a lot to filter out process only to get only useful process for save state and then gotta reduce RAM usage to make save state possible if it would be possible. It will be worthwhile to mention why PS3 has a weird CPU probably part of PS2 support because the way system works make it "better" for PS2 emulation because it's like an "evolved" idea of how PS2 works but "kinda". As a result it makes it hard to develop native PS3 video games. When XBOX 360 existed, except for the popularity of PS3 it wouldn't worth to develop a video game for PS3 lol. It's even easier to develop a video game for PS2 lol. Naturally it makes it harder to develop homebrew programs. Perhaps $ony aimed to make homebrew pirates have a hard time too lol. The legends say developing a program for PS3 is way harder than it's even for SEGA Saturn lolol.

For example PS1 save state on PSP possible because PSP's CPU clearly made in a way it would work great with PS1 for obvious native support in mind. It helps with getting useful process for PS1 save state. PSP has enough RAM to make it possible.

For PSP Vita, its CPU is very different than PSP but very similar to android smartphones (therefore it can run android apps and whatnot) and not "what the hell is this" like PS3 lol. Its CPU is kinda what people used to/easy to develop program on so it can run emulators very well because easier to develop one. Its CPU is powerful and has lots of RAM to ride your wild horse so yeah it does support PS1 save states.

Nope, unfortunately you can't use save states for ps1, ps2 and psp games
And there is no ps1 emu for ps3 retroarch

I guess it would be more accurate to say that I’m trying to play the PlayStation store versions of ps1 and ps2 games. So it’s probably not right to use the term emulation.

Well when the system uses native hardware to work we can't say it emulation because we say it emulation to mean system creates a virtual hardware to run as a software because it lacks the hardware. It involves translation of the process due to CPU difference. It involves making sense of data that has to go to RAM and GPU and translations of these too.

The more accurately to make things clear out in terms of how $ony backward capability works for PS3:

PS1 is necessarily an emulation because it has no PS1 hardware.

However, if the PS3 is fat: It's fat because it ate native PS2 hardware so it doesn't have to emulate it.

If PS3 is slim it means it has no PS2 hardware in it, then it necessarily emulates PS2.

Now the topic is "save state". It's an emulator thing because emulator has all the power on the whole game's process. It knows how it does use CPU, GPU and RAM. Thus it can be developed in a way to dump the collective process in a way emulator can start running the process in the context of how the game works.

$ony developed emulators but they didn't care about a save state. PS3 makes it harder for the scene unless a miracle happens and Programmer Jesus™ descents from heaven lolol.

The PS3 uses a software emulator to run PS1 games, even when running from disc. For PS2 it depends which PS3 you have. The old fat ones have the hardware to run natively, all others run off an emulator. The PS2 emulator on the PS3 is not very good and I don't recommend anyone use it, lot's of performance issues and weird shit going on with inputs.
