RoboCop (Game Boy Color) Cyborg Boss mystery

The RoboCop game on Game Boy Color (not to be confused with the one for the original Game Boy) is a weird beast. This doesn't really explain why almost nobody talks about it. Even AI can't find any real information on it. There are no guides, no forum discussions, and the only YouTube walkthrough is tool-assisted. What bothers me is the Cyborg Boss mystery. I'm talking about this guy:

There are many questions about how to beat him. On GameFAQs, on YouTube (under the playthrough I mentioned), but not a single answer. Here's the story.

The problem occurs on the seventh level of the game (I've tried both difficulties). The level itself is pretty easy. First, you visit the location at 1 and interact with the computer near the dead body. Then you make your way through the maze to 2. The computer there opens the door at 3. You go there and the boss appears. So far, so good. The problem is—the sucker is immortal. All weapons except the uzi (or whatever that weapon is on the first screenshot) seem to be useless. When I use the uzi, he blinks, which means he's supposed to take damage, but no matter how long I shoot him (there's an easy way to farm ammo, and it's easy to trick the boss into a position where he can't reach you), he just won't die.

I was starting to think the game was bugged, but the person who made the tool-assisted playthrough claims they had no problems whatsoever. We can clearly see this in their video. They use a glitch to skip part 1 and go directly to part 2 (which can't be done without the glitch because the door won't unlock until you use the computer at 1). Then they use the uzi and kill the boss easily.

So, here's the question: Has anyone ever beaten this game the proper way? Am I missing something? There are passwords for all the levels, including the final one that comes after this, but I really want to beat the game the way it was supposed to be beaten.
