Unfortunately I don't know anything about iPads, but on Android smartphones/tablets, NetherSX2 is available, the full and complete (no demo) version of AetherSX2: an excellent PS2 emulator, which requires a 64bit version of Android and at least a Snapdragon 600 processor. By adjusting the necessary options, good performance is achieved even in this most modest processor. Maybe this emulator is also available for iPad? Who knows... ??
I am not familiar with the iPad ecosystem, and while Retroarch has a PS2 core (lr version of PCSX2 I think?), Apple does not allow JIT so PS2 isn't available there either. Honestly, I don't think there IS a way to play PS2 on iPad, at least from my research here this morning! Sorry
